This means it wasn't released in any set time period and so it can go onto any vehicle because it won't make the vehicle look older or newer. These make great personalised registrations because they can go onto any vehicle, regardless of it's age. It doesn't have to go straight onto a vehicle though. You can also purchase it on a retention certificate which allows you to keep it for up to 10 years so that you can transfer it to a vehicle later on
